HOW TO APPLY FOR CIVIL SERVICES EXAMINATION
1.Candidates are required to apply Online by using the website UPSC Detailed instructions for filling up online applications are available on the above mentioned website. Brief Instructions for filling up the "Online Application Form for IAS aspirant Students" given in Appendix-IIA.
2.Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving License/Any other Photo ID Card issued by the State/Central Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the online application form. The candidates will have to upload a scanned copy of the Photo ID whose details have been provided in the online application by him/her. This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card while appearing for Examination/Personality Test.
3.The facility of withdrawal of Application is available for those candidates who do not want to appear for Civil Services (Preliminary) Examination.
DETAILS OF INTERVIEW/PERSONALITY TEST OF CIVIL SERVICES EXAMINATIONS
The candidate will be interviewed by a Board who will have before them a record of the candidate’s career. The candidate will be asked questions on matters of general interest. The object of the Interview/Personality Test is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers. The Interview/Personality Test is intended to judge the mental caliber of a candidate. In broad terms this is really an assessment of not only intellectual qualities but also social traits and interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.
The technique of the Interview/Personality Test is not that of a strict cross-examination but of a natural, though directed and purposive conversation which is intended to reveal the mental qualities of the candidate.3. The Interview/Personality Test is not intended to be a test either of the specialized or general knowledge of the candidates which has been already tested through their written papers. Candidates are expected to have taken an intelligent interest not only in their special subjects of academic study but also in the events which are happening around them both within and outside their own State or Country as well as in modern currents of thought and in new discoveries which should rouse the curiosity of well-educated youth.
PENALTY FOR WRONG ANSWERS
Candidates should note that there will be penalty (negative marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
1/3rd marks (0.33 marks) will be deducted as penalty for wrong answers.
MINIMUM EDUCATIONAL QUALIFICATION
The Civil Services Examination (CSE) is a nationwide competitive exam conducted by the Union Public Service Commission(UPSC) for recruitment to various administrative posts of the central government including the IAS, IFS, IPS and IRS among others. The competitive exam is conducted in two phases - the Preliminary exam consisting of two objective-type papers (General Studies and Aptitude Test); and the Main exam consisting of 9 papers of conventional (essay) type followed by the Interview.
